150M dollar contract but he needed 20M dollars first to get the contract started. (CONTRACTS ARE GIVEN TO COMPANIES... LARGE CONTRACTS TO LARGE COMPANIES AND THEIR ACCOUNTS ARE SEEN. **NOT** a huge contract where little lone Engineer can't raise the money to start it)
THESE ARE DEMANDING SCAMMERS AND OFTEN MANY EXCUSES TO DEMAND MONEY FROM VICTIMS.
