Soldier at U.S. Military Academy

This is just a quick posting because I have come across this one... he says he is a soldier at the U.S. Army Academy... but I may be wrong but this man's coat, which looks like an Army coat as it has a number on it has a German flag next to it.

The words he has at the top are very
