There are many uses of 'Espinal'... he is a scammers favourite and I've just picked on PRESTON ESPINAL because someone is being scammed by this one.

He is giving fake telephone number with a Kentucky area code. (YET HE IS TELLING YOU HE IS TEXAS AND OKLAHOMA ! )

The area of the phone number means nothing. These are forwarding numbers. Numbers bought to come up on a display and are used by any mobile phone anywhere in the world.
