These locked accounts usually come from India / Bangladesh. They are bought by African scammers as they believe they are harder to close!
This scammer has a very deep African accent but NO ! he is from Atlanta, Georgia and is in Highland, Ghana to settle his Father's Inheritance (VERY common Ghana scam).
This is a VERY persistent scammer.. VERY he will not go away so BLOCK... DO NOT LET THEM GET ANY ACCESS TO YOU AT ALL.
