These men have a series of women they use... MONEY LAUNDERING. IT MEANS THEY HAVE WOMEN WORKING FOR THEM WHEREVER THEY WANT.

HE WILL TELL YOU HE WILL COME TO BE WITH YOU.... he says this to all his women.. of course he won't arrive. There will be a reason.... and he will ask you to pay more for next time... then he will not arrive again.
